How to Start an IRS E-File Program for Businesses
The Internal Revenue Service e-file program allows people to electronically file other people's tax returns. After a tax preparer is approved by the IRS to e-file, he has many programs and services available from the IRS through the e-file program. To file, the applicant must be an U.S. citizen or legal resident and be at least 21 years old at the time of filing the application. An additional requirement for becoming an Electronic Return Originator is that the applicant must "meet state and local licensing and/or bonding requirements." These requirements vary from state to state. Attorneys, banking officials, certified public accountants, enrolled agents, or officers of a publicly owned company do not need to provide fingerprint cards; anyone not under these categories must file their application with fingerprint cards.

Choose the e-filer option you want. A person in the e-file program may be an electronic return originator, an intermediate service provider, a transmitter, a software developer or a reporting agent.
2Complete the IRS application. The application is either online at the IRS website or Form 8633.
3Pass the IRS suitability test. The test includes a check of criminal records, credit history, IRS records, and any previous non-compliance with the e-file program.
