Tax Compliance Officer Job Description
The state, local and federal governments rely on taxation in order to fund operations, pay employees and provide a variety of services. These taxes are collected from a variety of sources such as from property, income and from purchases made by customers. Some citizens attempt to avoid paying taxes in order to save money or as a form of protest. In order to prevent this, the state performs regular audits and sends tax compliance officers to assess situations in which a citizen does not appear to be paying taxes.
Function
These officers analyze the financial situation of the citizen and then send financial reports to the citizen in order to inform the citizen of the delinquency, according to the IRS. The officer then contacts the citizen in regards to how the debt will be paid. In some cases, the officer arranges for the citizen's tax return to be filled out. If the citizen is unable to pay, the officer determines which asset should be seized from the citizen in order to satisfy the debt. However, all subpoenas for the seizure of property must be done through the court systems. Throughout this whole process, the officer must collect and record all information such as financial records and phone numbers.
Conditions
Tax compliance officers often must travel in order to meet with delinquent citizens and discuss finances. However, tax compliance officers also spend a lot of time in office spaces, which are usually clean and comfortable. Many tax compliance officers are placed under strict deadlines that can be stressed by resistant delinquent tax payers. Also, many of the delinquent tax payers can be hostile, creating stress and even danger for the officer. They usually work 40 hours a week and can sometimes work overtime, according to the Bureau of Labor Statistics.
Qualifications
Tax compliance officers often have a bachelor's degree in accounting or another financial-related field, though many officers simply have extensive experience working with taxes which qualifies them for the position, according to the Bureau of Labor Statistics. Tax compliance officers must have computer skills, since computers are used frequently by the IRS in order to determine which citizens have a high risk of not paying taxes, which citizens are unlikely to be able to pay taxes and which citizens are likely to flee after tax evasion.
Outlook
The Bureau of Labor Statistics expects that the need for tax compliance officers will grow by 13 percent through 2018. Technology makes it easier to identify tax offenders, which increases the need for compliance officers to work with delinquents. Also, due to budget concerns, the federal government is considering stepping up the enforcement of tax laws.
Earnings
In 2008, the median earnings for IRS agents were $48,100, according to the Bureau of Labor Statistics. The highest 10 percent earned more than $89,630 and the lowest 10 percent earned less than $28,390.
